I am sure Stephen Shaw took an overarching, wide-ranging approach in his initial report and will do so in his subsequent review. We want that to

be in short form; we do not want it to extend into months, because it is about testing whether the reforms we have put in place—there are still more to come, with the adults at risk policy in May—had the effect we intended and therefore give effect to his key recommendations. I am sure he will be focusing on the practical implementation of the steps that we have implemented.
