Given that the House of Lords barely pay regard to a convention these days, I welcome the statement today and the report by Lord Strathclyde. Echoing the comments of many of my hon. Friends, does my right hon. Friend agree that the first option, removing the House of Lords from statutory instrument procedure, would be the best option?
