All this consensus can sometimes feel a little bit disconcerting, but I think it is a good thing. The fact that the Minister has underlined and put on the record, in respect of Government amendment 27, that consensus would be achieved—this is not about particular councils having vetoes or unilateral capability, but a negotiated process—is a very important step.
