Cities and Local Government Devolution Bill [Lords]

I am sorry. Yes, that is the one exception to my argument. In terms of local government in Scotland, however, it is fair to say that the Labour Government at the time were distrustful of the Labour

party running some Scottish cities and thought that it would be healthier if its very large majorities in such cities were broken up. As it happens, I think that was a mistake.
