The Minister has given the welcome assurance to my hon. Friend the Member for North East Somerset (Mr Rees-Mogg) that no rural area neighbouring an urban or metropolitan area would be held to becoming a member of it. Will he also give the House an assurance that any rural area wishing to join a combined or mayoral authority will be able to do so?
