I warmly support the Bill, which my right hon. Friend and others have long championed. I refer to London in particular. My right hon. Friend has referred to the great cities in the north and in the midlands, but how will the Bill relate to London? He will be aware that London has asked for full fiscal responsibility and devolution. Will the Bill enable that? Also, will he clarify the position in relation to the setting up of the GLA, which was done through an Act of Parliament, and how that will interrelate with the Bill?
