Cities and Local Government Devolution Bill [Lords]

Further to the point made by my hon. Friend the Member for Nottingham North (Mr Allen), the model of elected mayor and combined authority has profound implications for public engagement and public involvement. If this is devolution purely from Whitehall to town hall, and does not actually empower communities, that would be a major problem. This also has profound implications for the role of back-bench councillors who feel potentially marginalised by this model and for the role of Members of Parliament in holding public services to account. What is the Government’s position on the public, back-bench councillors and Members of Parliament in light of the profound impact of the proposals?
