Welfare Reform and Work Bill

I am grateful to the Secretary of State for giving way. Earlier, he said he would protect the vulnerable. May I remind him that there are 1.4 million people in this country with a learning disability? Has he considered an exemption for

the specialist disability housing providers, such as Mencap, from the 1% reduction, so that people with a learning disability have more opportunities to live in the community, especially after Winterbourne and all those terrible scandals?
