Can the right hon. Gentleman explain exactly what he thinks Ministers will have to be able to do that they were not doing during the Scottish referendum or the AV referendum? I seem to remember Ministers giving lots of explanations of their view. Is he concerned that this might be an opportunity for the Government to call the referendum so soon after the deal has been
concluded that the British people do not have a chance to digest what has occurred—a snap referendum designed to get a certain result?
