I will make a few short comments in relation to the points that have been made in the debate. It is impossible to win with the hon. Member for Rhondda (Chris Bryant). If we do not make any changes to the Bill, we are being dictatorial and steamrollering things through. If we do make changes in response to the debate, we are being spineless. As a Minister, I am always in favour of listening, and if there are ways of improving a Bill, that is what I like to do—and that is what we are doing today.
