The important thing in relation to these provisions is that regulation is robust and effective and that it happens at the most effective and correct level. We know that the Smith commission has made some specific suggestions, which we will be considering, and there are other issues that we can talk about. The important thing is that it works. My hon. Friend the Member for Wrexham (Ian Lucas) was absolutely right that what the public want to know is whether it will work.
