My hon. Friend is absolutely right. I hope that when the Minister addresses this particular sub-group of amendments he will explain exactly how the provision in the version of clause 5 that was inserted in Committee—it is not the same version that the House agreed on Second Reading—will be achieved in practice. It is all very well to say that the Secretary of State

“must make arrangements for the independent evaluation of the extent to which ODA”

represents value for money, but it would be helpful to know exactly how that particular provision will be delivered.
