I can see the force of that proposition. If other Members are prepared to exercise a self-denying ordinance and to hear from the Home Secretary, they can do so. It would be normal to allow the shadow Minister, who, in any case, wants to speak if at all only very briefly, to do so. Does the right hon. Gentleman still wish to contribute?
