As somebody who led our party in the constitutional convention, I welcome the fact that the Scottish Parliament will now get proper tax-raising powers. Does he agree that anything more than 50% looks a lot like home rule and a shared partnership? To those who want devolution within England, may I say, “You have our support, but it is quite difficult to support something that is unclear”? We need a constitutional convention. I suggest that devolution has
in every case been accompanied by electoral reform and proportionality, and that should also be a condition in England.
