Data Retention and Investigatory Powers Bill

The Minister is conflating two issues that amendment 2 seeks to deal with. First, this House has not had the time to research, consult and debate this issue. Secondly, the technology underlying the problems we face is changing. It is not mutually exclusive to address the first issue—lack of debate, consultation, research and knowledge—through, in proper, slow time,

a consultative process in September and a proper Bill procedure in the autumn, and later, if he thinks it fit, to come back to the House with another review. That would at least allow the House to make its decision on a proper basis. If he allowed that, I would be happy to vote for Third Reading today. If he does not allow it, then I am afraid that this is an undemocratic process that none of us can support.
