My right hon. Friend raises a very important point. Certainly, when I had anything to do with this issue, nothing would have given me greater pleasure than if we had been able to do what she suggests. Unfortunately, because of the way that both Houses operate, it just was not possible within the rules, however we looked at it, to be able to come to that conclusion, even though we would have loved to have done so.
