I said that the rural sub-obligation would be improved to ensure that people are benefiting from it. We have some evidence that during the first year of ECO it was not getting through to rural people, so reforming that would be a real benefit. It is true that there will almost certainly be fewer solid wall insulations done as a result of the changes. We have not hidden that, but we have ensured that there is a minimum floor to give the industry confidence. The measures we are proposing for the energy efficiency industry—the stamp duty incentive and the money for private sector landlords—will also help to ensure that the solid wall insulation industry continues to get support.
