The motion specifically refers to the proposals from the Commission, which include matters relevant to the nomination of candidates for the post of President. The article quoted by the hon. Member for North East Somerset (Jacob Rees-Mogg) is therefore directly relevant. Are we free to discuss it in that respect at least?
