I thank the Prime Minister for his statement and the manner in which he made it. Does he agree that our biggest challenge is to make quality of care the central organising principle of the NHS? That was recognised by Lord Ara Darzi, although I am not sure whether we were particularly successful at pursuing it. We can all

say that that is the challenge, but addressing it creates a series of problems, including—as I was saying to my right hon. Friend the Member for Holborn and St Pancras (Frank Dobson)—the problem of productivity. If nurses and GPs and other doctors are to spend more time with patients and focus on care, there will be ramifications for other ways in which we measure how the health service is working. Does the Prime Minister therefore agree that the challenge that Ara Darzi sets is about how to make care truly the central organising principle of the NHS?
