Commons have arisen, with predictions ranging from disaster to apocalypse. In 1999, some said that the new life peers would not accept the traditional conventions and would block manifesto Bills in which Governments legislate on their election promises, resulting in endless gridlock over Government priorities. As with all such predictions, that was completely wrong. The reformed House accepted that the conventions would continue and adjusted to its new status without overreaching its role as a junior partner, as it will again.
