I thank the Minister for that considered and balanced response. He acknowledges that there is an issue that should be addressed in one way or another. I am not suggesting that we have presented a watertight solution, but the amendment is an attempt to engage with the problem. I welcome the fact that he is prepared to consider, with officials, whether there is a technical way to reduce the problem that we have identified.
