Water Industry (Financial Assistance) Bill

The right hon. Gentleman took part in a Westminster Hall debate last September—less than six months ago—at which I think I was also present, when he said:"““The Thames tunnel is the best direction.””—[Official Report, 14 September 2011; Vol. 532, c. 316WH.]" Is he saying that he has changed his mind since then? If he is saying that he has reservations about cost or individual sites, I would say that I probably share them—if I get a chance to speak, I will probably address them. Is he, however, saying that he has now changed his mind about the project as a whole?
