181A: Clause 118, page 97, line 7, at end insert— ““(c) arrangements for private companies to provide employment and training for persons who are required to be detained in prisons, young offender institutions and secure training centres; (d) the provision of resources for vocational training and skills training for persons who are required to be detained in prisons, young offender institutions and secure training centres; and (e) arrangements designed to ensure that all work carried out by prisoners provides them with nationally recognised qualifications, provides opportunities for learning and skills progression, and is evaluated for learning and employability outcomes.””
