Indeed. In a sense, that is the only point that the Minister has made, to which the answer surely is that it is occasionally possible for the House of Lords to lead the way, to influence the other place and even to influence the public. If that were possible, this would be an opportunity to do it. I would like to mention particularly the observations of the noble Baroness, Lady Stern, with all her experience and knowledge of this subject, and the right reverend Prelate because he is my diocesan bishop and I feel therefore that I owe him that duty.
