Absolutely. That is very much the case. The point of these examples, and the lesson that we should learn from them, is that people can be helped to produce a solution themselves. It would be far better if the Bill were proposing measures that helped people to sort out the problem themselves, rather than introducing a sledgehammer to crack a nut.
