I am mindful of your admonition, Mr Speaker.
I am puzzled by the right hon. Gentleman's views on household registration, given that the Electoral Commission has said that"““The 'household' registration system means there is no personal ownership by citizens of a fundamental aspect of their participation in our democracy—their right to vote””."
Is he saying that he is in favour of household registration, whose removal is at the centre of these reforms, or not?
