Legal Aid, Sentencing and Punishment of Offenders Bill

I refer the noble and learned Lord to the fact that the sentence within the brackets which qualifies the obligation of the Lord Chancellor to secure includes the words, "““within the resources made available and in accordance with this Part””." If they are in conflict—namely, that the resources made available are insufficient to meet the demands of this part of the Bill—then we are in a bit of a muddle, are we not?
