High-Speed Rail

Proceeding contribution from Brian H Donohoe (Labour) in the House of Commons on Wednesday, 2 November 2011. It occurred during Adjournment debate on High-Speed Rail.
Does that not back up the argument that if this were to be a project that was about to begin, it should start in Scotland and move south, as well as from the south moving north?
