Legal Aid, Sentencing and Punishment of Offenders Bill

When I made my point about the banning of referral fees being backed by the criminal law, the Lord Chancellor did not say that he agreed with me, but he did say, on 13 September:"““We are now considering the way in which to put this into practice, but it is likely to be in the form recommended””—[Official Report, 13 September 2011; Vol. 532, c. 879.]" —that is, a criminal prohibition as well as a regulatory one. He appeared to have an open mind about that, so what has changed since then?
