I will not give way, because the Secretary of State has had long enough to speak. He has had far too long to speak, and I have two minutes left. The change will have a very damaging effect on my constituents, and if the formula is applied across the country it will increase inequality. I ask the Secretary of State again to show leadership and take responsibility—
