My Lords, I thank all noble Lords who have spoken in the debate. I am a disappointed that the Minister has not accepted my amendment, and she needs to go a bit further to satisfy me on that. If passed, my amendment would enable Parliament to review the situation, with the benefit of a report, of what the reality over the previous three years had been. That, I contend, is good government.
