5: Before Clause 135, insert the following new Clause— ““Prevention of homelessness: advice and assistance (1) The Housing Act 1996 is amended as follows. (2) After section 184 (inquiry into cases of homelessness or threatened homelessness) insert— ““184A Prevention of homelessness: advice and assistance (1) An authority must, in the course of its enquiries under section 184, offer advice and assistance to the applicant for the purpose of the prevention of homelessness. (2) The Secretary of State may make regulations about the information to be provided to applicants under subsection (1), following consultation with local authorities.””””
