My Lords, I am grateful to the Minister for clarifying that. I have taken extensive legal advice on this. I have files of costings advice in my office. Report stage is not the appropriate time to go through this. However, we have a chance to do something different and imaginative that might provide us with a fantastic tool to help people into long-term recovery.
