Devolution (Time) Bill [HL]

My Lords, perhaps I, too, may speak briefly in the gap, and I apologise straightaway to the noble Lord, Lord Tanlaw, that I was not able to be in my place when he moved the Second Reading of the Bill. I want to make it clear that it has my strongest possible support and I hope that it will go further and become law. It is entirely meritorious, and the noble Lord is to be praised for the way that he has pursued this issue over many years. He now has a legislative form for it which makes a great deal of sense. There are many problems with devolution, but I am not going to go into them. Indeed, there are many problems in the relationship between Scotland and the wider European kingdom at the present time, but one great benefit of the fact of devolution would be for your Lordships to seize the opportunity to support this strongly, and for the issue and this excellent Bill to be taken up by the Government.
