I take stock of what the hon. Gentleman says. My hon. Friend the Member for St Austell and Newquay (Stephen Gilbert) might want to make a similar point. Perhaps that is one for us to consider more fully. The existing legislation requires local housing authorities to locate people within their district so far as reasonably practicable. The homelessness code of guidance sets out all the factors that it is right and appropriate for housing authorities to take into account. Those of us who see real life at constituency level know full well that when those families eventually get their social housing offer, it is seldom in the plum house on the smart estate. It is more likely to be the bottom flat in the hard-to-let block on the least desirable estate in town. I hope we do not have a starry-eyed vision of social housing, when compared with the private rented sector, that blinds us to the essential reality we are trying to tackle, which is that the average stay in temporary accommodation for homeless families in London is two years. That is unacceptable and this reform puts us on the way to ending it.
