Localism Bill

Proceeding contribution from Nicholas Dakin (Labour) in the House of Commons on Wednesday, 18 May 2011. It occurred during Debate on bills on Localism Bill.
I thank the Minister for giving way, as he is being very generous. I think the answer to the question from my constituency neighbour, the hon. Member for Brigg and Goole (Andrew Percy), is that clearly somebody who has had a 10-year tenancy and brought up their family can find that when their circumstances change they lose their home. These are homes that people invest in; they are not simple utilitarian houses.
