If this amendment were to be approved by this House and if it were to be approved by the other place, that would be the parliamentary consent to the provisions of this Bill. That is no different in principle from any other circumstance where both Houses approve a particular procedure. The issue before the House is very simple. Accepting, as these amendments do, that the coalition Government can have their way for this Parliament, should we as a House enact constitutional change for the future on a permanent basis when, to put it at its very lowest, the case for permanent constitutional change has not been made out?
