European Union Bill

Proceeding contribution from Martin Horwood (Liberal Democrat) in the House of Commons on Tuesday, 8 March 2011. It occurred during Debate on bills on European Union Bill.
Absolutely—and a referendum on it. The hon. Gentleman is speaking as if the new clause related to the situation after the negotiations have been completed, but what it actually says is"““during negotiation of the treaty or decision.””" I attended a negotiating skills course some years ago, and I was always advised not to give away my negotiating position during the course of the negotiation. Would not the new clause destroy the British Government's negotiating position? Is that its intention?
