I will look into the hon. Gentleman's specific query and write to him on it. A requirement on the Law Officer to publish the notice of the reference would lead to three different people being responsible for publishing the same notices, and could be considered overly complicated and unnecessary. I therefore urge the hon. Member for Rutherglen and Hamilton West (Tom Greatrex) to withdraw the amendments and to agree to clause 7. I hope I have been able to ease the concerns of the hon. Member for Perth and North Perthshire in respect of possible future amendments to section 57(2) by confirming that the Advocate-General has set up an expert group to look into the issue, and that the group came forward with proposals that were put into the public domain and shared with the Scottish Government and the Scottish Parliament Bill Committee. They are still under consideration, which is why they are not being introduced into this House; we accept that these are important issues on which there should be full discussion, but that discussion is not yet at a sufficiently advanced stage for it to be appropriate to introduce amendments. On that basis, I commend clause 7 as it stands to the House.
