Scotland Bill

Does the Minister agree, given the strength of feeling that has been clearly shown across the House this afternoon, that this matter should be left to a free vote for Government Members? This point elicits a great deal of excitement and passion among Members, so it would be appropriate to deal with it on the basis of Members' own judgment, rather than on a party political basis.
