I am going to make some progress now. The Government are re-erecting the Berlin wall between academic qualifications and vocational qualifications, which sends a very poor message about student choice. At every turn, the Secretary of State is making life harder for young people who want to get good skills. Why, we might ask, is he pre-empting his own Wolf review by abandoning the diploma in this Bill?
