My Lords, I have a brief question for the Leader of the House. I am sorry that he did not respond to the point that I made in an earlier debate. I know that perhaps he did not have the information to hand, but I thought that he might be able to offer me some guidance. My question is about paragraph 4(1), which states: "““Where a person applies to the registration officer to vote by post in the referendum, the registration officer must grant the application if … the officer is satisfied that the applicant is or will be registered in a relevant register””."
I am not sure what that means. How would the registration officer forecast or be aware that the person concerned is registered in a relevant register?
