My noble friend is right in principle, but because we have this artificial deadline of having to agree everything before the referendum on 5 May, I do not think that there would be the time to do that. Now I know why the noble Lord, Lord Rennard, enjoys being such a nitpicker. It is quite fun challenging the amendments put forward by Labour Peers. However, I think that the intention behind what my noble friend suggests is absolutely right. In a number of elections overseas, ballot boxes have been stuffed in advance by supporters of one candidate or another and elections have been challenged. That could happen in a referendum. The principle is very important, notwithstanding the technical problem that I have raised in the unavoidable absence of the noble Lord, Lord Rennard.
