Ministers at the Dispatch Box—including the noble Lord himself—have had to correct the record on the 50 per cent question. Does he think that the Electoral Commission might be in a position, in a neutral way, to set the record straight that it is not a requirement for a candidate to secure more than 50 per cent of the votes to be elected under AV?
