I hesitate to interrupt the noble Lord’s flow, but would he like to reconsider? He has just said that the Electoral Commission has the discretion to summarise the arguments on each side. I do not believe that that is what paragraph 9(2) says. The Electoral Commission has the discretion to summarise, "““information about each of the … voting systems””,"
which is not the same as the arguments.
