The hon. Member for Rhondda (Chris Bryant), my predecessor in office, puts a strongly held view with characteristic cogency. Whatever the merits of his argument, it seems to me that departing from the principle that each country should be entitled to nominate a Commissioner would be a change of major significance to the way in which the European Union is organised and run. As such, it would seem appropriate, whatever the merits of demerits of the proposal, that this should be subject to primary legislation rather than any less demanding form of parliamentary scrutiny.
