Before the noble Lord sits down, perhaps I could suggest to him that he look again at the Cunningham report on the conventions of this House. The Cunningham report made the point very strongly that the Salisbury convention, which was originally formulated in terms of manifesto commitments, now operates and has for some time operated on the basis of applying to the major Bills of the Government of the day.
