On that very question, does my hon. Friend recall that the 1911 Act goes further? It does not end by saying that the certificate"““shall be conclusive for all purposes””," but adds"““and shall not be questioned in any court of law.””" I would simply add to that the word ““whatsoever”” because of the very problem that he has mentioned. The Supreme Court, or indeed any other court, may seek to take control over this.
