There are two points there. The first is that the figure that we have been using of 96 per cent comes from a report published by the Electoral Commission. It was not published by the Government. That is a matter that will need to be taken up with the Electoral Commission. The point that the noble Baroness has made will be drawn to the Electoral Commission’s attention. The second point underlines that it is not necessarily the wisest move to say that the Electoral Commission then has to make a subjective judgment as to whether the terms and conditions of the certification that is inherent in this amendment are met or not.
