Parliamentary Voting System and Constituencies Bill

I am very grateful to my noble friend for that interesting piece of information. This is a subject to which I shall return—as, I am sure, will my noble friend—again and again. I will not be bullied into shutting up about it. My noble friend Lady Hayter also made a valid point when she referred to subsection (2)(b) in my noble friend's amendment and the European Parliament. The issue of where someone with a problem goes becomes even greater in areas such as Scotland, Wales and Northern Ireland. If I, as a constituent, wish to get some advice, I can go to my local councillor, or should I be going to my Member of the Scottish Parliament, my Member of Parliament, or my Member of the European Parliament—or should I even be bothering a Member of your Lordships' House? One complexity that has not been addressed in the legislation—one that the noble and learned Lord, Lord Wallace of Tankerness, knows well—is that constituency boundaries for the Scottish Parliament are shaped and based on the former Westminster model, because a decision was taken to retain the membership at 129. Therefore, there is a disjunction between the boundaries of the Scottish Parliament and what is proposed.
